The global game is virtually meaningless without some measure of communication greater than the city level. Rumors, accusations, calls to Conclave, Bad Standing, and the announcement of a Blood Bath, all made more meaningful through truly global communication. This document serves as the source for list premises, details about the mechanics of the list, and what level infiltrators can apply (if it is possible at all).

List Rules
- All posts to sanctioned IC lists must be accompanied by an OOC section that details your name as it appears in the CRD and your membership number.
- OOC posts of any kind are not allowed on any IC list (to include “Testing” messages).
- Siglines should be kept to five (5) lines or less.
- If you are offended or angered by something another member posts, then the correct course of action is to address the issue with the member offlist, including coordinators if necessary.
- Players may not spend points of Etiquette to pre-correct any wording issues or spelling mistakes in their posts. If you make a particular social faux pas (which is to say slip or unintentional minor mistake), then you may spend one by sending your intention to do so to your local VST and the list owner. The list owner will then post to the list noting the correction.
- “Death” or other post-mortem (“Soandso surely killed me”, time delay, last will, etc.) posts are not allowed on any of the lists below.
- Non-Player Characters cannot post to any of the below lists without written permission from the list ST.

List Moderators for all Masquerade lists include the MST, AMST Masquerade, NSTs, and AMSTs Masquerade. Additional Moderators can be hired and will be listed below:

Coterie/Lineage Lists
Players may create their own lists for their player controlled and maintained social groups (such as coteries or packs). These lists are simply email lists, with no special mechanics.
Any ST over any of the PC’s may request access or information regarding the list.
Infiltration defaults to the single ST over all of the involved PC’s
Expression and Lists
The Expression ability may be noted on IC mailing lists to indicate the writers intended tone or subtle message. This required a great deal of effort, however, since email is a poor medium for such expression, and should be limited to a number of times per month equal to the users Expression ability. The description of the intended tone should be no longer than an sentence, should be a the beginning of the email, clearly marked as OOC in some way as well as include the users total Expression ability. For example:
[OOC: The author has clearly intended to convey a sense of teacher-like scolding in this email. Expression x3]
Please note that ANY list that included characters of more than one sect requires AT MINIMUM Top Approval. Independent characters that are assigned to a sect-based VSS (Cam/Anarch or Sabbat), however, may join local (no larger than domain) lists of that same sect at low approval.

Camarilla
This list is maintained by agents of the Brujah and Ventrue Justicars. The list has the very latest bleeding-edge in encryption and security. No expense has been spared in the construction or the security of this medium. The list software is all cloud-sourced and run through multiple nodes, making it even more difficult to trace or hack, since there is no physical server.
All Vampires with at least Camarilla Status x1 have access to this list and are given their login and (32 digit) password directly by agents of the Justicars. It is made very, very clear that giving your login details or the list contents to anyone else (or allowing them to be given) is considered the gravest insult.
Posts to this list are also (IC, not OOC) monitored and posts that do not meet with the standard set by the Justicars (yet never published) are deleted before delivery.
The Justicars also provide the Toreador, Brujah, and Ventrue Lists for Camarilla members.

Camarilla Archons
If the general Camarilla Sect was considered difficult to infiltrate (or even find) then the list used for the servants of the Justicars, the Archons, is maddening. This list is used for deployment and communication amongst the Archons of the Justicars.

Camarilla Princes
Part of the lists created by the Camarilla Justicars, the Princes have their own list to discuss issues. Surprising to many, the only representative from the Inner Circle or ranks of the Justicars is a functionary of the Tremere Justicar, Erik Danziger, who handles list authentication and removal (when a Princes time is finished.)

Camarilla Harpies
Unsurprisingly, the Harpies have their own place to talk, gossip, and share information. Monitored and moderated by Harpy Jeannette Moreau, assigned to do so by the Ventrue Justicar Lucinde.
Camarilla Ghouls
Perhaps surprisingly, ghouls whose Domitors allow them access have their own messaging system, originally intended to allow them to carry out the wishes of their Domitors with increased efficiency. The list has increased in traffic recently and all topics of conversation seem to be allowed, as long as no sedition against the Camarilla or their Domitors is entertained. It would be foolish to assume that there were no Kindred monitoring the list.

Sabbat
Any great war requires careful communication and even more careful security. A perverted mirror of the Camarilla list security, the Prisci council has initiated and completed the largest known distributed communication system in the world.
Drawing on their vast resources and their willingness to embrace and enslave every technological resource that they could possibly require, they have created a wireless high-speed global network of their own. Made up of current networking protocols, this signal hides within other carriers, making it virtually invisible.
Sabbat members can log on through just about any computer, cell phone, or portable device. No session materials are saved and no records remain that they were ever online at that location.
The Prisci provide distinct lists for the sect as a whole, as well as for the Lasombra, the Tzimisce (who regard lists and the proposal with some amusement), the Panders, the few Kiasyd, and the respective Ravnos, Salubri, Assamite, Brujah, Gangrel, Malkavian, Toreador, and Ventrue Antitribu.
The Prisci have also recently provided a similar list for the Loyalists. It is unknown what the motivation was to allow this list, but it is known that the Cainite Jammer was listed as the moderator for it. Perhaps it is reward for his recent techno-crusade.

Inquisition
Their numbers newly limited, the Inquisition maintains its own communication method. A blend of older messaging systems, messengers, and computer methods, the Inquisition messages practice the very ideal of security through obscurity. Changing almost nightly, the list comprises of a living global network. Some nodes of this network have been disappearing of late with so fewer to maintain them. Still, it will be some years before all communication is lost and the Inquisition is patient.
This list is Global Approval to infiltrate. Inquisition members cannot betray its secrets, they must be given freely, and even the Viniculum does not seem to pry that secret from them.
Black Hand
Like any para-military organization, communication is considered vital to the leadership of the ultra-loyalist faction. There are whole teams of Hand members dedicated solely to maintaining communication amongst the group. This infrastructure means that the list is not as secure as others, but accessing the list is not the difficult part – understanding it is.
Communication security requires that all important and mission-critical messages be direct transmissions, not open broadcasts.

Maintained by the same network as the Prisci council, using the same security and methods.

Friends of the Night
A ultra-secure electronic and mundane courier service, this list is open to any Lasombra, regardless of sect or allegiance, who have been accepted into the Friends of the Night. Rather than harsh security or unbreakable codes, the Friends rely on the flawless reputation that infiltration will lead to destruction. They have never been wrong in this reputation.

Anarch
Set up in the absence of any other resource by the Stoneman, this list is exactly what it appears to be, a mailman list run on a computer. The list is secure and the moderators update the machine with all the necessary patches to maintain the latest security, but it is not too difficult to crash the server altogether. This sort of attack, however, has never happened. Perhaps the Anarchs are just too small to be noticed, or perhaps there is more to the Stoneman’s protection that simple electronics.
The list is very active moderated and should a Vampire leave the Movement, their access is quickly severed.

Clan Lists
Brujah Iconoclast
Fed up and unwilling to take the ‘handout House Brujah list’ that the Justicars provide, this list was created by some of the more recently embraced Brujah. The software is very good and the security is top of the line.
It is not required that you are Iconoclast to join, only Brujah. Those who are offended by frank or vulgar speech will certainly be laughed out, however.
This list does not contain any Justicars or their agents (as far as anyone can tell) and is open to any non-Antitribu Brujah.

Nosferatu
The SchreckNet 2.0 communications suite is far beyond anything available in the mundane world. From IPv6 to ciphers that humans have never heard of, this elite system is the pinnacle of obsessive technology.
Each Nosferatu is given an RSA tag with a rotating access code that gives them access to a myriad of resources from website back-ends to unheard of bulletin boards to IRC lists. All data is taken, collated, and filed.
All Nosferatu may join this list, regardless of sect or affiliation. The only requirement is loyalty to the clan. No threat is made for divulging secrets. None needs to be.
Messages to the communication suite can be given routing tags (OOCly put in the email subject) such as [Camarilla], [Sabbat], or [Anarch]. Messages are always routed to the correct recipients (OOCly, if the tag given does not match your PC, you never saw the message).
This list cannot be infiltrated. It is Global Approval to violate the list security or forward a message off-list.
Gangrel
A very loose connection of stories, messengers, and disparate email lists/groups. Messages are often lost, changed, or misunderstood. It is up to the player to choose if they received the message, if it was changed, or never reached them at all.
This list is open to any non-Antitribu Gangrel.

Malkavian
The uniqueness that is the clan of madness goes beyond personal insanity. Somehow able to hear and comprehend messages from other Malkavians, even across the globe, the Malkavian list is a shared background conscience. Messages are often in the form of symbols, portents, or vivid dreams. A character’s known name is required to be somewhere in a post.
All Malkavians may join this list.
This list is Global Approval to infiltrate. Alternatively, if the infiltrator has four permanent derangements, it is Top Approval to infiltrate.
Camarilla Malkavian
The recent upheaval in the madness network has resultied in several “sub-nodes”. One of which allows only Malkavians who are members of the Camarilla to interact with it. The reason for this odd partitioning is open to much speculation amongst the Malkavians.
All Camarilla Malkavians may join this list.

Tremere
A myriad of interconnected occult and mystical methods make up the Tremere messaging system. Maintained by Vienna and keyed to all registered Tremere, this system is used and presented in as many ways as there are Tremere. Crystal Balls, Mirror portals, and vision brazers are all linked in the same network.
There are general access points in all chantries that may be accessed by any Tremere that have achieved Apprentice of the Third rank. Upon reaching High Regent, Tremere are also given a personal access point.
Communication is very visual and personal sigil preceding a message is common.
The Tremere list cannot be infiltrated.
Serpents of the Light
While the Prisci to the Regent have, ahem, graciously allowed the Serpents of the Light to use a list of their creation, the Cobras have their own ideas on communication and security. Drawing upon their voudun roots, the Cobras have created a unique messaging system that is both electronic and sympathetic. Messages are sent in normal electronic format, but can be given impressions, such as textures, smells, or emotions. None of these can actually harm the recipient, but they can clearly indicate subtext that plain text cannot.
The Serpents of the Light list required Master approval to infiltrate.
Misc Lists
Caitiff
Starkly absent from the realm of resources provided by the Camarilla Justicars, the Caitiff, used to providing for themselves, have created a simple email list maintained by the Prince of Cairo, Mukhtar Bey.
This list is Top Approval to infiltrate.
Ravnos
Arguably a joke or some form of massive master illusion, the Ravnos list comprises of a massive ring of informants, spies, moles, dead drops, and assorted amusing electronic mediums. There are as many methods to engage the Ravnos communication network as there are Ravnos and somehow the messages always get where they are intended to go.
Ravnos Antitribu are absent from this list, causing many amongst the Camarilla and Independent Ravnos to wonder why.

Assamite
Where there was once one clan, now there are fragments. There once was a master Assamite Communications network, amongst the finest and most secure in the world, but like many things in these nights, those days are now memories.

Schismatics
As they left the mountain and as he passed amongst them, al-Ashrad gave each of the Schismatics an item, some sort of token and told them that they could remain in contact as long as they kept their icon. Any Schismatic that uses a computer and concentrates while in possession of their icon can access the Schismatic messaging system.
The truth, however, is simpler than it appears. The icon is simply a smokescreen to throw off Loyalists and others who would infiltrate the splinter group. al-Ashrad used his formidable Thaumaturgy to create the first blood-based authentication system. The concentration is all that is required for any known Schismatic to access the system, even if they do not possess their “icon”

Dispossessed
For those outside all other protections and groups, a modern email system is and has always been available to them. What is more odd than it’s security is the face that no Dispossessed questions the source nor the security of the system.

Giovanni
Though a system of telephone dictation services (using a country/area code that only the Giovanni know) and blind email addresses (to domains that are similarly only known to the family) that repost their data to the open list (assuming that all the correct sending/authentication protocols have been followed), the Giovanni have developed a messaging network that is not particularly secure to send to, but is near-impossible to read outside of the Family. One of the new lists that Ghouls are not shunned from posting on (though they should remember their place), the Giovanni Network is nearly as secure a resource as that created by the Inner Circle.

Followers of Set
Sometimes the best things are the simplest. A simple mailing list run on a server maintained by the very best engineers that could be bribed, threatened, or enthralled from the top IT companies in the world. The Setites understand the need for security of information and they pay very, very well to keep their conversations secure. Setites are authenticated by electronic, social, and historical screens before being allowed on the list.
Traffic is on a hour-delay so that problems and problem posts can be weeded out ahead of time.
It is generally understood that forwarding messages or leaking secrets will end up with you on the altar, instead of in front of it.

- NW Sabbat: The NW Sabbat list is an actual listserv maintained by a well-respected Sabbat hacker named Permafrost. Permafrost gets a monthly list of “approved” Cainites to be added to the list from someone who works directly for the Archbishop (TBA). Names have to be sent through a Bishop to the Archbishop to be approved. Obviously, lone Cainites and nomadic packs will have a harder time doing this, but it is the price to be paid for better list security. Infiltration attempts must be made in character and approved through High.
- NW Camarilla : The former Archon Ramone Sanchez has retasked some of the old secure networks once used by his coterie to benefit the Camarilla. In the wake of the recent Crusades he deemed this the best option to help the Ivory Tower with the resources available. Infiltration requires RP & High approval (even by PCs attached to a Camarilla VSS).
